Passenger routing gets trickier at Level 38, an introductory puzzle one of the earliest levels in Crowd Express, designed to teach core mechanics. Each vehicle has limited capacity, so the order you fill them in matters.

Let the first vehicle fill completely before directing anyone to the second — it simplifies the opening.
